Virtual Net Meter And Group Net Metering in Rajasthan

Title Slide

Virtual Net Metering & Group Net Metering

Rajasthan Regulatory Framework (RERC 2021 + 2025 Amendment)

Virtual Net Metering (VNM) – Definition

Arrangement where entire generated/exported energy is injected to grid

Energy credits adjusted across multiple participating consumers

Must be within same Discom area

Requires MoU on stamp paper, share ratio change allowed once/year

Lead consumer manages correspondence

VNM – Key Benefits

Allows community/shared solar benefit

Optimizes unused rooftop/land space

Helps Discom meet RPO compliance

No tripartite agreement with RESCO, only between consumer and Discom

Group Net Metering (GNM) – Definition

Surplus energy from one solar/BESS location adjusted in
multiple connections of same consumer

Must be within same Discom area

Priority list revision allowed once/year (2 months notice)

HT consumers install system on LT bus bar, meter on HT side

VNM vs GNM – Quick Comparison

Feature Virtual Net Metering Group Net Metering
Beneficiary Multiple different consumers Same consumer, multiple connections
Energy Export 100% exported to grid Only surplus exported
Ownership Model Self / RESCO / Utility aggregator Self / RESCO
Credit Share Change Once/year (2 months notice) Priority list once/year (2 months notice)
Lead Consumer Required Not required

Eligibility & Capacity Limits

System capacity ≤ 100% of Sanctioned Load/Contract Demand

Min capacity: >1 kW, Max: 1 MW

Transformer limit: ≤80% of DT capacity

Domestic ≤10 kW: deemed feasible (no study)

Others require feasibility (15–30 days depending)

Charges & Exemptions

Domestic under VNM/GNM: exempt from all charges
(banking, wheeling, transmission, losses, surcharges)

Other categories: exemptions vary; 11 kV wheeling applied if off-premise

Third party sale not allowed except RESCO exception

Order for Virtual Net Metering

Application Procedure Summary

Submit Annexure-II form + fee + email/mobile

Feasibility:

Domestic ≤10 kW → auto accept

Existing consumer VNM/GNM → 15 days

New connectivity → 30 days

LoA issued within 20–30 days

Install within 180 days

Metering + commissioning within 15 days after certificate

Order for Virtual Net Metering

Safety & Compliance

Must follow CEA 2006/2010/2013 standards

Anti-islanding protection (IEC 62116)

Manual isolator if required by Discom

Consumer responsible up to interconnection point

Discom may disconnect during emergencies

Order for Virtual Net Metering

Conclusion

VNM enables shared energy credits for multiple consumers

GNM enables credit adjustment across same consumer connections

Both must comply with regulatory & technical limits under Jaipur Discom
